and other great traditions
People don't give a shit about the problem anymore. All people care about is who to blame and a way to make sure it's not them. Take delinquent children, for instance... society blames the parents and maybe the kid; the kid blames society; the parents blame TV and video games; the cops blame the parents and the schools; the schools blame the parents, TV, video games and government; the government blames the schools, kid, parents and cops; the media blames the kid, parents, TV, video games; someone will probably write a letter to the editor about "the general moral decay" and eventually it all blows over because the kid is now in juvenile detention for stealing a car or stabbing someone.
If people had focussed on what to do instead of who to blame, maybe something could have been worked out. But no, people are too busy passing the buck to actually do anything to solve the problem.
